Though it's probably possible to put an interrupt during PK with where, but not outside of it, I disagree with doing so.
At least until zones are fixed up. And maybe not then.
It's not an attack, its an information gathering tool. If you're fighting 1 person up TV road, and there's reinforcements coming for them, you need to know exactly where they (the squad about to gank you) are at any given time. Having it interrupt bash (or backstab etc) constantly is just annoying.
By the same token, if you're trying to direct an ally to the site of some PK while fighting, and they dont know the area well (or in the case of newer players, at all). Then having where interrupt bash (etc) while you're trying to direct them constantly is annoying.
