I have 70% practice in Meditation but I still either fail a lot of attempts to begin meditation, or it will end right away. Is this because I am level 17 or is meditation just really really hard?

Meditation is extremely hard, until you get to master it. After that it becomes easy, and you can pretty much keep it on almost always after 85%. This particular skill can usually be mastered in clans at rank 5, I think. Though, White Tower might have it at 4.. or 3..
